Van 5 tot 15 juni verandert de stad Blankenberge in een creative ruimte voor jonge talentvolle kunstenaars uit Rusland en Wit-Rusland. Op 5 locaties wordt er in openlucht geschilderd. Voor de locaties info : VVV-Toerisme Leopold IIIplein, Blankenberge.
De gemaakte kunstwerken worden aan een jury en het publiek getoond op de officiele openingsceremonie van het Internationaal Festival op 15 Juni 2013 in het casino van Blankenberge.
Tevens zijn er ook 2 speciale projecten : een expositie ter gelegenheid van het Festival door de Belgische Kunstenaars Leslie Vandenbussche en Jacqueline Collard... en het fotoproject van Vladimir Chikin « Filosofie van Harmonie » met de ballerinas van het Kremlin Ballet in Moskou.
De populaire Belgische zangers Rossi Ros zorgt voor een leuke avond op de opening.
